Conference is concerned at the low level of take-up in the PSSC Single Status Job Evaluation Scheme (PSSC Scheme 1). In a national survey carried out in 2002 results showed that:
1)three forces have no job evaluation scheme at all, one of which is now facing equal pay claims from UNISON;
2)three forces have not undertaken JE in the last five years;
3)five forces which have undertaken JE have done so on a unilateral basis without any joint involvement of UNISON;
4)eight forces are using the Hay JE Scheme, three are using a PriceWaterhouse Scheme, one is using the Civil Service JE Scheme and one the Oakwood JE Scheme;
5)one force is using the PSSC Scheme 2, on; the unadapted LGMB 7 factor scheme and one the old GLEA scheme.
6)three forces are now in the process of using the PSSC 13 factor scheme (Scheme 1).
Conference notes that:
a)until there is a common means of evaluating job weight in police forces it will be difficult to benchmark salaries for similar jobs across force boundaries;
b)private sector JE schemes have been designed without trade union involvement and, in some cases, have been implemented without UNISON participation; this damages the credibility of the Schemes concerned;
c)private sector JE schemes do not reflect the aim of Single Status on which the PSSC was founded and do not have the level of equality-proofing contained in the PSSC 13 factor scheme;
d)private sector JE schemes are usually off-the-shelf packages that have a
poor fit with the reality of police jobs;
e)the PSSC JE Scheme is much cheaper to implement than private sector schemes and therefore represents better value to the public purse.
Conference instructs the Executive to:
i)relaunch the PSSC 13 factor scheme jointly with the Employers Side of the PSSC emphasising its advantages as a Scheme of best-fit for the police service;
ii)encourage branches in those forces which have yet to undertake job evaluation, to negotiate the introduction and implementation of the PSSC 13 factor scheme;
iiiundertake, as part of this relaunch, a national benchmark jobs job evaluation exercise using the PSSC 13 factor scheme to advertise the benefits of the Scheme and encourage take-up.
