Conference notes with concern the failure of the National Lesbian and Gay Committee (NLGC) to action Motion 3 “Equality and Inclusion – Public Services Agenda for Lesbians & Gay Men – Inclusion at our Leisure” passed at the 2002 Annual Conference. Motion 3 called for a letter to be sent to every local authority Chief Executive seeking information on their current levels of service provision for lesbian and gay groups and individuals and for responses to be circulated.
Conference understands that actioning this motion has been postponed on the grounds that there is no capacity within the work programme to action this. Conference is concerned that the drafting and posting of a standard letter is considered too time consuming and that our National Committee’s work programme could not deliver on this commitment.
Conference notes that the repeal of Section 28 in England and Wales has opened up a clear opportunity to discuss with local authorities their provision of services to lesbians and gay men. Conference believes that there could not be a better time to organise the letter requested in Motion 3 and instructs the NLGC to have this work carried out as a matter of priority by the end of 2003 and for responses to be circulated with a full report on the outcome to be circulated at the conference in 2004.
