Conference recognises the importance of ensuring that, where health and social care services operating under a partnership arrangement are subject to review and a subsequent procurement process, members and activists working in the Community and Voluntary sector including Housing Associations must be properly consulted and involved for the entirety of the process where the Community and Voluntary sector, including Housing Associations, directly provide services. This is to ensure that the pay, terms and conditions is protected, particularly where members already have TUPE protection. In addition, branches should seek to negotiate guarantees that nationally negotiated pay increases and improvements in terms and conditions will be honoured for these employees. Conference is concerned that, all too often, these employees are affected, but not included or even represented in any negotiations.
Conference instructs the Health Service Group Executive to work with Regional Health Committees and health branches to provide support and guidance on how to negotiate on behalf of members in this situation.
