Conference notes that family law relating to lesbian and gay couples and unmarried heterosexual couples is currently being developed on a case by case basis in the UK. This has led to seemingly contradictory rulings by different courts in the different UK legal systems. Conference welcomes the introduction of partnership registers by the Greater London Authority and other local authorities but notes that these do not have the same status as registered partnerships.

Conference further notes developments in the EU relating to the creation of civil registered partnerships. Conference believes that civil registered partnerships giving rights and responsibilities equivalent to those of marriage should be available to L&G couples.

Conference instructs the NLGC to:

1)Produce a briefing paper on civil registered partnerships as developed in the EU;

2)Report to conference 2003 with a campaign strategy on this issue;

3)Campaign with other organisations for a bill to become law;

4)Support where necessary any local authorities in the United Kingdom intending to implement partnership registers.
