National Support Contracts – Survey for Branch Employers
UNISON is an independent trade union listed with the Certification Office (“UNISON”). UNISON branches (“Branches”) are distinct and separate bodies to UNISON, and are local units of organisation, generally based on workplaces or geographical areas. Branches are governed by the UNISON Rule Book and have their own rules and constitution generally based on the model rules contained in the UNISON Rule Book. They are also governed by a Code of Good Branch Practice endorsed by UNISON’s National Executive Council.
The model rules provide that if a branch has sufficient income they can employ staff to carry out some functions. Typically, the more wealthier branches might employ staff to assist with administrative and case work duties. The model Rules and the Code of Good Branch Practice make clear that if staff are employed, they are employed by the Branch as opposed to UNISON centrally.
Some Branches adopt UNISON terms and conditions of employment for ease, but others draw up their own terms and conditions. Where Branches employ staff, they will have something in their Rules giving them the power to do so and also being clear who the employer and line manager is for the staff members. Traditionally it is the Branch Secretary but it may also be the Branch Treasurer.
As part of our commitment to enhancing our support for our Branches, we are exploring the establishment of national contracts for HR/legal advice, Payroll, Occupational Health and an Employee Assistance Programme. We are also looking at ways we can support you with data sharing agreements.
Please take a few minutes to share your thoughts on these initiatives so that we can decide whether any of these potential solutions are needed and viable. We appreciate your participation in this important survey. Deadline for submissions is 20 March 2024.
