LSC/PCS transferred members

The Apprenticeships, Skills, Children and Learning Act (ASCL) 2009 has abolished the Learning and Skills Council - its duties have transferred to the Young People's Learning Agency, the Skills Funding Agency and to local authorities across England. UNISON welcomes transferring PCS members from the LSC into local government.

PCS and UNISON are working together in a joint task group to identify concerns, problems and solutions to the issues that arise out of the transfer.

Union membership

Special membership arrangements have been set up between UNISON and PCS. PCS members will be posted a special recruitment leaflet where they will be able to join UNISON at reduced subscription rates.

The Raising Expectations Action Programme (React)

The programme was set up to support local authorities in taking on responsibility for the commissioning of learning for 16-19 year olds.

Changes to 16-19 funding provision

Of particular interest are the bulletins and letters given below, following the education secretary's announcement of changes to the funding arrangements for 16-19 education on 19 July and the YPLA letter of 20 July providing further details of the changes. These continued changes have caused considerable uncertainty and confusion for our members. UNISON is working jointly with PCS to clarify the effects of these changes and to support our members through this difficult period.
